As the national forestry reform proceeds further, non-commercial forest and commercial forest begin to be operated separately.
To protect existing forest resources, strict rules are imposed to protect, manage and control the consumption of non-commercial forests. With regards to commercial forests, independent operators must proceed lawfully in line with market demands. Regulations may be waived gradually.
With regards to forestation, non-commercial forests must be planted in storm zones, water source restraining zones and water and soil conservation zones for the greatest ecological and social benefits. Though more common, commercial forests should yield the greatest commercial benefits and increase the income of farmers and forest operators.
With regards to the reform of state-owned forest farms, farms are divided into ecological non-commercial forest farms and commercial forest farms. Ecological non-commercial forest farms are managed as a public unit, while overall market-oriented management will be applied for commercial forest farms.
Thus, non-commercial forest and commercial forest are different in function, operational purpose and management methods. We cannot expect commercial benefits from non-commercial forests, or expect commercial forests to bear equal responsibility in environmental protection while satisfying market demands. |
